City Planning

The Romans developed their cities by including such services as roads, bridges, amphitheatres, aqueducts, apartment buildings, forums, temples, and public baths. They also tried to limit the size of their cities to 50,000. Who makes decisions about the size and services available in American cities? What potential consequences arise from unchecked growth? Is there a point of diminishing returns? Under what conditions would you recommend limiting the size of Sarasota or Bradenton? Currently, the counties use impact fees, county codes, and zoning to regulate growth. The decisions are made by the county planning commissions and Boards of Commissioners. Should they continue to make these decisions? Using what criteria?
